Carol Graham is a Senior Fellow in the Global Economy and Development and Foreign Policy Programs at the Brookings Institution in Washington DC, and holds the Charles Robinson Chair in Foreign Policy Studies. She is also a College Park professor at the University of Maryland. She has also served as Special Advisor to the Vice President of the Inter-American Development Bank, as a Visiting Fellow in the Office of the Chief Economist of the World Bank, and as a consultant to the International Monetary Fund and the Harvard Institute for International Development. She is the author of numerous books and articles on market reform, poverty and inequality. Dr. Graham also serves on the advisory panel for the Legatum Institute’s Prosperity Index.
